1st Auction under RES CDA 2.0 Results: 5.5 GW of Wind Farms in Russia by 2027

The first competitive auction of wind capacity under the new RES CDA 2.0 programme is over and its results were published on the Trading System Administrator (in Russian) website.

The tender for construction of wind power generation facilities was won by the investment fund Wind Parks FRW (PJSC Fortum with its technology partner LLC Vestas Rus) and JSC VetroOGK-2 (JSC NovaWind, Rosatom). The planned start dates of capacity supply for the former are December 1, 2025, 2026, and 2027, and for the latter – July 1 of the same years.

So, how is Russia’s wind energy map going to change thanks to state support in from 2025 to 2027? New wind power plants are going to be built in five regions in the south of the country.

In 2025

Vetroparki FRV (Wind Energy Development Fund’s wind farms) to build assets in the Volgograd Oblast with a total capacity of 463.5 MW, with an index of performance at from 1,733 to 2,988 roubles/MWh.

JSC VetroSGC-2 to build assets in Rostov Oblast with a total capacity of 155.074 MW, with an index of performance at 5100 roubles/MWh.

 

In 2026

Vetroparki FRV to build:

  • in Volgograd Oblast – assets with total capacity of 243 MW, with an index of performance from 1,869 to 2,433 roubles/MWh.
  • in Astrakhan Oblast – assets with a total capacity of 220.5 MW, with an index of performance from 1,717 to 2,708 roubles/MWh.

JSC VetroSGC-2 to build assets in the Orenburg Oblast with a total capacity of 154.469 MW, with an index of performance at 5100 roubles/MWh.

In 2027

Vetroparki FRV to build:

  • in the Volgograd Oblast – assets with a total capacity of 360 MW, with an index of performance from 1,717 to 2,569 roubles/MWh.
  • in the Astrakhan Oblast – assets with a total capacity of 103.5 MW, with an index of performance from 1,733 to 2,569 roubles/MWh.

JSC VetroSGC-2 to build assets in the Krasnodar Krai with a total capacity of 151.196 MW, with an index of performance at 5,100 roubles/MWh.

It should be added that the baseline performance indicator for the projects announced for participation in the RES CDA 2.0 auction was, according to the Russian Government Decree №1446-r dated June 1, 2021, at from 5,706 to 6,291 roubles/MWh. However, judging by the published competitive outtake results, many bids were reduced by more than 3 (!) times, which, naturally, gave reason to call the ongoing revolution in the Russian wind energy sector. Has grid parity been achieved?
