In accordance with the Regulations on the Board of the Russian Association of Wind Power Industry, Oleg Tokarev, an eminent expert in the power engineering and industrial equipment localisation, was elected to the Board.
In 1991 Mr. Tokarev graduated from the Faculty of Management in Power engineering of the S. Ordzhonikidze State Academy of Management, majoring in Automated Control Systems.
After graduation he was engaged in scientific and teaching activities at the Department of Management in power engineering of the State University of Management (former S. Ordzhonikidze State Academy of Management). In 1996 he defended his doctoral thesis on ‘Improvement of fuel consumption analysis methods at thermal power plants’. He is an author of more than 30 scientific papers.
From 2008 to 2009, he has been working at the Analytical Centre under the Government of the Russian Federation as Deputy Director, Head of the Department of Extractive Industries and Fuel and Energy Sector. He was engaged in preparation of analytical reports on topical problems of the fuel and energy sector development.
Since 2009 Mr. Tokarev has been Deputy Director of the Department of State Energy Policy and Energy Efficiency of the Ministry of Energy of the Russian Federation. He supervises the issues of scientific and technical policy and information and analytical support of the Ministry’s activities. He is Candidate of economic sciences, assistant professor. Since 2014 he has been Head of the heavy mechanical engineering division of the Department of metallurgy and heavy mechanical engineering of the Ministry of Industry and Trade of the Russian Federation. From November 2014 to 2019, he has been Deputy Director of the Department of metallurgy, machine-tool industry and heavy mechanical engineering of the Ministry of Industry and Trade of Russia.
Thanks to Oleg Tokarev’s assistance much has been done even in localisation of wind turbines components manufacture in Russia, in creation and justification of legal acts and standards stimulating development of this new branch for the Russian power engineering industry.
Within the framework of the RAWIFORUM2020 Oleg Tokarev will moderate the “Localisation of wind turbine components manufacturing in Russia: new regulations” session.
