Meeting of the wind power industry representatives: “Issues of wind turbines production localization in the Russian Federation”

One of the significant requirements of the Russian legislation for supporting of renewable energy sources in Russia is compliance with a high degree of the production localization. And any option for the development of wind power engineering in Russia clearly implies both the creation of an industry for the wind turbines production in Russia and an increase in requirements for component manufacturing. According to the statements of the vendors, that are currently creating the production of wind turbines or their components, in general, Russian enterprises are ready to manufacture almost every kind of component for wind turbines.
But nevertheless, ‘developmental diseases’ cannot be ignored, and sometimes Russian enterprises, declaring their readiness to produce components for wind generators, do not have such high industrial standarts and quality of equipment that would be to the vendors’ satisfaction. As of today, we already have ‘the first fruits’ of producing components for wind generators: the blades are being made in the Ulyanovsk Oblast, the gondolas – in Nizhny Novgorod and St. Petersburg, the towers – in Taganrog; and there was an assembly plant established in Volgodonsk.
But the market potential is enormous and many opportunities are not taken. Market experts have compiled a ‘localization map of the components production’ for wind generators, the main part of which consists of about a dozen enterprises; meanwhile the number of potential components manufacturers exceeds two hundred factories and plants in various regions of the country. This is a high potential capable of strengthening the emerging new branch of power engineering in Russia.
The new industry has a high export potential. The development of wind power engineering in neighboring countries can be achieved not least because of the participation of Russian industrial enterprises. What experience of creating wind power industry in other countries should be considered? Which industrial standards of component manufacturers are primarily important for the wind power industry? What prevents the involvement of new participants in the localization process in Russia? Will the localization process contribute to the creation of a national line of wind turbines and is it necessary for the industry?
