Regulatory and legal framework for renewable electricity development
1. Federal Law No. 35-FZ on “Power Sector” dated November 4, 2007.
Document significance:
- Renewable energy sources are classified;
- Major measures for the support of RES-based power generation development are outlined;
- Responsibilities of governmental organizations for realizing mechanisms of renewable energy governmental support are determined.
2. Presidential Decree No. 899 dated June 4, 2008 on “Some Measures for the Enhancement of Energy and Environmental Efficiency of Russian Economy”.
Document significance:
- Enhancement of economic and environmental efficiency of major economic sectors;
- Stronger responsibility for noncompliance with allowed environmental impact standards;
- Provision of government financed support for the use of renewable energy sources and clean technologies.
3. Government resolution № 1-р dated January 8, 2009 on “Determining the Guidelines of Government Policy for Enhancing Energy Efficiency of RES-based Electricity for the period up to 2020”.
Document significance:
- The task of enhancement of economic and environmental efficiency of major economic sectors is formulated.
4. “Regulations on the qualifications of RES-Based Generating Facilities and Qualified Generating Facilities registry introduction”. Approved by the Supervisory Board of Non-Commercial Partnership “Market Council” dated October 3, 2008.
5. Federal Law № 250 - FZ dated November 4, 2007 "On the Introduction of Amendments to Certain Legislative Acts of the Russian Federation in connection to the Accomplishment of Measures for the Reforming of the Unified Energy System of Russia".
Document significance:
- Constituted the set of renewable energy sources;
- Formulated requirements for Principles of State Policy in the area of Energy Saving and Renewable Energy;
- Defined special conditions and support measures for RES-Based Generating Facilities (subsidies, premium tariffs).
6. Russian Government Decree No. 426 dated June 3, 2008 on “Qualification of RES-Based Generating Facilities”.
Document significance:
- Prescribed target indicators for RES-Based Generating Facilities energy production and consumption (except HPP with >25MW capacity).
RES target indicators:
by 2010 – 1,5%;
by 2015 – 2,5%;
by 2020 – 4,5%.
